If the file has security restrictions such as a password or encryption, it may not be translated. Try first removing the security restrictions on the file.
If the PDF file has been set to "Printing disabled," check the security settings of the PDF file. If only [Printing] is "Allowed," and all other settings are "Not allowed," it will cause an error.

Set the above settings to "Allowed" and then see if translation can be performed.
We have confirmed that PDF files larger than 1,376 mm in size (either height or width) will cause an error during conversion.
Try changing the page size so that one side is 1,376 mm or less.

For scanned files and other files that do not have text data, an attempt will be made to load text from the image data. It may therefore be difficult to maintain the layout or translation accuracy compared to other file formats. Translation may not be possible depending on the data contained in the PDF.
